Tube With Tiny Glass Figures Inside

This is an odd item in which three tiny glass figures are inside the envelope of a tube.  Exactly who they are supposed to be and what they are doing is beyond me. 

The base of the tube is identical to those used on certain regular production tubes made by Western Electric.  It was found in the Allentown, PA area.  Since Western Electric made tubes in their Allentown plant, that is assumed to be its origin, and it was supposedly made as a gift for a retiring employee.

Unfortunately, there is some damage to the tube.  The figure on the right has lost his ladle, and the figure on the left has lost part of his left arm.
